The Corporation has distributed a number of councils in several buildings.

The headquarters of the Orihuela Town Hall is an 18th-century building where the Plenary Hall, the Board of the Oriole, the Board of Spokesmen, mayor, mayoral offices, and offices of political parties with full representation are located.

Department of Urban Planning: based in Plaza del Carmen.

The Peineta Building (named for the design of the facade). Built in the 1990s, the Peineta Building is attached to the Headquarters of the City Council. It contains various councils and is located on Calle Marques de Arneva.

House Casinello. A 19th-century building that houses the Department of Youth and Volunteering.

Palace Rubalcaba. A 19th-century building housing the Department of Tourism and Consumers.

Palacio del Conde de la Granja. An 18th-century building that houses the offices of Revenue and Land Registry.

Town Hall in Orihuela Costa. It houses offices, delegations from some councils, and the Department of Coasts and Beaches. The building is located in Piazza Oriol.

Local Police Headquarters. Houses the Department of Police and Security.

In some districts there are delegations from councils at various municipal offices.

Coming soon will be the transfer of the building of the former Palace of Justice from the City Government to convert it into a new office building.

It is planned to divide the town into districts with the adoption of the law as a major statement by the City Municipality.

Main Article: Parishes of Orihuela

The municipality of Orihuela has many people in the town who have been proliferating, some of them having a population of thousands.

Based on the absence of the legal concept of the hamlets in the legal system as a territorial entity, the Valencian inframunicipals are called to the rural districts. The hamlets and rural areas of Orihuela do not work have legal publications.

For liaison with local government, mayors are appointed—people trusted by the mayor, who listen to citizens’ needs to be transferred to the Consistory. This system of widespread local institution will be modified, with the Orihuela municipality being declared as a great city and the town being divided into districts rather than a parish.

At present the hamlets of Orihuela are Arneva, Barbarossa, Beniel Road, Camino Viejo de Callosa, Correntas Altas, Correntias Medias, Correntias Bajas, El Escorratel, El Mudamiento, Hurchillo, La Aparecida, La Campaneta, La Murada, Las Norias , Los Desamparados, Los Huertos, Media Legua, Molino de la Ciudad, Molins, La Matanza, Raiguero de Bonanza, San Bartolome, and Torremendo.

Neighborhoods

City residents are divided into various districts with a population and a variable length. The most extensive are the central city, the neighborhood of Rabaloche (which runs from the town council to the district Capuchin), the Palm (which is from Santo Domingo to the hamlet of El Escorratel), and San Isidro.

The neighborhood relationship is as follows: San Isidro, San Anton, Capuchinos, “Los Calderones,” Ciudad Jardin, Rincon de la Seca, Barrio de las Espenetas-San Francisco, Rabaloche (formerly Arrabal Roig), Barrio de la Ascension, Barrionuevo-Calle de Arriba, Casco Historico, San Pedro (east), Barrrio de los Marines, District of Selma, the Christian Quarter, Barrio de los Morenos, District of Monserratinas, Barrio de la Alegria, the Palm Quarter, Barrio de Triana, San Juan-La Corredera (suburb of Old San Juan), District of Angustias, the Ocarasa District, city center (surrounded by Avda Jose Antonio,

Glorieta de Gabriel Miro , Avda Teodomiro, Plaza Nueva, Calle Caledron de la Barca, Avda Duque de Tamames, Calle Obispo Rocamora, and surrounding streets).

Security Forces

The town of Orihuela is served with various types of security forces.

The commissioner of the National Police Corps, located at 34 Calle El Sol. Built in the ’90s, it serves all of Orihuela and Vega Baja del Segura. It is now an establishment approved by the Minister Federico Trillo, with new headquarters on the beaches of Orihuela to coordinate the supervision of the Coast to Elche and Orihuela.

The commander of the Civil Guard, located in Calle Calvario. Built in 1960, since the creation of the national commissioner of police (PNC), it only has SEPRONA, the traffic and judicial services. The troops assigned to other tasks were transferred to Torrevieja.

Local Police. There are several locations. The current headquarters is located near the Centro Comercial Eroski, on the banks of the Paseo de la Estacion. There are other offices in the headquarters of the Municipality of Orihuela, in the main offices of the Town Hall on the coast of Orihuela, in some neighborhoods like Rabaloche, and small branches in the centers of the hamlets.

There are also civil protection units in two sites: one in Orihuela city (headquarters) and another at the town hall in the Playas de Orihuela.

Regional Administration

The city has a delegation of various ministries of the Generalitat Valenciana. They are headquartered in the building of the Generalitat PROP. Some of these delegations are:

Ministry of Agriculture and Food;

Department of Social Welfare;

Ministry of Youth;

Department of Employment and Training; and

Ministry of Tourism.

There are regional headquarters of various agencies such as:

General Register, Single Window. It is located in the building of the Orihuela PROP.

Instituto Valenciano de la Juventud (IVAJ), based in the building of Orihuela PROP.

Valenciano Employment Service and Training (SERVEF), based in the streets of Prolongacio Round Santo Domingo. SERVEF is in charge of distribution and job search and training of the employed and unemployed. Furthermore, this body has an employment center in the hamlet of El Escorratel for conducting training courses.

Friends Office, located in the PROP building, for the integration of migrants and immigrants.

Office for Victims of Crime, based at the Palais de Justice de Orihuela, for advice from users of the administration of justice.

FUNDAR foundation for the development of volunteerism and partnerships.

Office Administration and Payment of Tax, under the Ministry of Finance, is located in Rocamora, on Bishop Street.

The Ministry of Tourism has a site across from the network of Tourist Information Offices. The city of Orihuela has three offices in the center of town and two on the beach. The service provides for the establishment of new offices.

State Administration

The city is home to a diverse delegation of state administrative agencies. Some of them are:

Spanish Agency of Tax Administration (AEAT);

State Treasury;

National Institute of Social Security (INSS);

Institute for the Elderly and Social Services (IMSERSO); and

ADIF and RENFE.

Judicial Administration

Orihuela has always been the venue of courts based in the Bailiwick General. With the enactment of the Judiciary Act of 1870 and the Constitution of 1869, the town created new courts and changed their name from Bailiwick courts. Since then Orihuela has become the head of the judicial party, taking the limit of jurisdiction from Elche to Murcia.

Orihuela is Judicial No. 4 in the province of Alicante and is second to the municipalities of Albatera, Algorfa, Almoradi, Benejuzar, Benferri, Bigastro, Callosa de Segura Catral Cox, Daya Nueva, Daya Vieja, Dolores , Formentera del Segura Granja de Rocamora, Jacarilla, Orihuela, Pilar de la Horadada, Rafal, Redovan, San Isidro, and San Fulgencio.

Judicial Plant

At present and under the law of plant and judicial demarcation of 1988, the demarcation of Orihuela Judicial continues its old boundaries due to the workload. In 2000 the demarcation divided into two, creating the Judicial Torrevieja party.

The ratio of inhabitants per court is the highest in Spain, and the number of court cases sometimes exceed twice that proposed by the Council of the Judiciary.

The existing Orihuela judiciary consists of:

Seven of the civil courts of 1st Instance created December 29, 2008. It has a ratio of more than 30,000 people per court.

Criminal court—one of them (number 2) shifted to match the Judicial Torrevieja party. It has a ratio of 120,000 inhabitants per court.

One domestic violence court, which has jurisdiction over the judicial districts of Orihuela and Torrevieja. It has a ratio of 360,000 inhabitants per court.

One Dean Court.

Orihuela has created two courts as a replacement of the criminal jurisdiction, but they are not yet in operation. The courts are Criminal Court No. 1 and No. 3 Bis Bis.

Orihuela plans to set up two courts and a civil jurisdiction of the administration.

Mortgage District

Mortgage for the District Municipality of Orihuela is divided into four property registries and an Office for Administration and Payment of taxes. Each part corresponds to a register in the Municipality of Separate Property, being the division of boundaries as follows:

Property Register No. 1: Orihuela city, La Murada Pedaniast, and most of the south coast from the National Highway 332.

Property Registry No. 2: Bigastro municipalities, Redovan, and Benferri.

Property Registry No. 3: The coast from National Highway 332 to the land and maritime boundary of Parish La Murada.

Property Registry No. 4: the north coast of the Urbanizacion La Zenia II.

The Administration and Payment of Tax Office was awarded the Property Registry No. 4.

Public-Private Entities

In the town of Orihuela there are a few entities have public-private nature. These include:

Juzgado Exclusive Water Orihuela

A traditional jurisdictional entity that directs and governs the distribution of water and irrigation in the lands of the Huerta de Orihuela. It was created in the mid-13th century by Alfonso X the Wise, and it was segregated from Almoradi, Callosa de Segura, and Guardamar.

It is currently governed by ordinances adopted by the Queen Regent, Maria Cristina de Borbon, by Royal Order on August 31, 1836, replacing the earlier ordinances approved by Felipe IV by Royal Decree on 24 February 1625, drafted by visitor Jerome Mingote.

It has administrative powers and jurisdictional power to resolve disputes between irrigators and heirs (owners of inheritance) where the subject concerns water and

irrigation. In addition, the water court has administrative powers on the government, on the economy, and on the water Huerta de Orihuela.

It also has jurisdiction over matters that occur in the district, in implementing ordinances or orders issued without prejudice to any civil or other property that engage in the jurisdiction hands.

Professional Associations

Ilustre Colegio de Abogados de Orihuela. Institution founded on May 4, 1838 by RD. This is one of the few bars of the Autonomous Community of Valencia, and it is located in Plaza Togores, S/N. It is owned by the legal counsel for the party of Orihuela and Torrevieja.

Delegation of the College of Physicians. Located on Rodeo Street.

Delegation of the Prosecutors’ Association of Alicante.

Chamber of Commerce and Industry of Orihuela

The Chamber of Commerce and Industry of Orihuela has three locations.

Headquarters, located at Avenida de la Vega.

Headquarters and specialization courses called “business incubator,” located in Valencia, Avda.
